You can increase the cursor size beyond 100 by editing the persisted settings file and change the number for cursor size there. Only drawback is that you then have to save the file, right click the file, hit properties, and check read only so it doesn’t reset the size every game.

Remember, there are 3 factors in place for mouse sensitivity. Your Windows/Mouse Driver (DPI)/In game LoL mouse settings all contribute. As well as others factors such as Mouse Acceleration (Or enhanced control as Windows 7 now calls it), smooth movements, movement prediction and even screen scroll sensitivity.

After 7 years, it'd be extremely jarring for me (and many others) to get used to a new cursor. Though to be fair this happened when they changed up the HUD and I actually prefer the new one now (league was unplayable for me for a little while until I got used to it though - I felt 'blind' and my awareness dropped hugely for that period lol)
League automatically adjusts your mouse speed while in game. Say you had 6/11 windows speed but play on 40 sens in league of legends, league will drop your mouse speed to 5/11. You can test this out yourself. Just go into a custom game, drop your mouse speed under 45 alt tab and look at your windows mouse settings. Vall3y.
If it's only LoL, it means LoL is probably the cause. If it's the sensitivity settings an easy way to check is start a custom, set sensitivity to about 60, save settings, exit game, start a new custom, check windows sensitivity settings. Gonna try that put next game and see how it feels. I too use mouse scroll drag, learned it from playing RTS. It seems so much better for mechanical champs. It really sucked moving cursor all the way to the edge of screen then getting it repositioned again for combos. Probably a matter of habit.
Imagine having a laser pointer and an 8x8 cell image. As you move the laser pointer around the mouse cursor will also move, but only when you cross a line. If you increase the grid size to 32x32, but contain it to the same area, the mouse cursor will move more frequently (1 pixel per movement or line cross). This is what is happening in a mouse.
